With the statement "Heaven does not create people above and does not create people under people", Fukuzawa Yukichi was astonished and shocked - as "does not believe in his ears" - for the majority of Japanese who are inherently bound by caste, destiny, accustomed to surrender and fearful of authority for hundreds of years under the shogunate government.
He asserts that all people are born equal and if there is a difference due to education.
